MY PATH AS YOUR STEWARD

UNTH Candidate for NARD President 2016/2017 term.

 
Distinguished colleagues, it is with utmost humility that I express my regards to you all as I present my centre, UNTH for the NARD secretariat bid. I seek in this bid to serve you as President.
Permit me to introduce myself; I am a senior registrar in the department of Medicine, past ARD President, active congress member and foot soldier of NARD. As a foot soldier of NARD, I have along with my centre partaken actively and successfully in all NARD struggles since 2009. As a chapter President in 2010, CONMESS and the unification of NARD were the burning issues, these we collectively achieved with personal and centre sacrifices. My centre and my humble self were part of this history. Thereafter, I have contributed actively in all the activities and struggles of ARD and NARD, serving at different times in various committees of my local union and NARD including the remuneration, residency policy program, unification and national strike monitoring committees of NARD.
As your steward, I shall lead and remain committed to the foundation, pursuit and struggles of NARD as listed below;
·         Residency training program
·         Welfare and condition of service
·         Salary and other remuneration
·         Patient care and capacity development
·         Professional development, capacity building and medical tourism
·         Peculiar challenges of  State institutions and Federal institutions with few residents
·         Financial Reliance
·         National and Media 'Conscientization'

Residency Training Program
We shall under my stewardship continue to fight for the best practices in residency training program. From the presently approved residency training program paper work to adequate legislation that will ensure universal application and uniformity in all federal and state tertiary hospitals and consistent budgetary funding that will guarantee the smooth running of the program, free of political and executive recklessness and abuse.
 
Welfare and Condition of Service
We shall continue the struggle for improved welfare and condition of service in our hospitals both locally and nationwide, sustain the pressure for full and sustained implementation of the one year oversea training and sponsorship, address the incessant increments in our updates and exams fees by the award colleges.
 
Salary and Other Remuneration
Our fight for CONMESS, adjusted CONMESS and skipping shall be relentless until fully implemented in all federal and state hospitals for resident doctors. We will also remain mindful of other outstanding and unresolved issues in the CONMESS template including pay raise in our call duty allowance, payment of specialist allowance to senior registrars and principal medical officers,  payment of rural allowance to the remaining 3 hospitals adjudged situate in the rural communities and commensurate increase in our hazard allowance.
 
Quality patient Care
Quality patient care can only be sustained with adequately trained manpower and provision of basic facilities for patient management, emergency care and epidemics without negligent abuse to our lives. We shall engage government and hospitals management constructively to provide best environment for patient care and adequate training of resident doctors. Relentlessly, we shall also advocate for universal health insurance coverage for all patients.
 
Professional Development, Capacity building and Medical Tourism
While we advocate for adequate centres of excellence in all areas of practice, we shall immediately engage government to ensure re-equipment, refurbishment and revitalization of the already existing regional centres of excellence to ensure capacity building and professional development of the resident doctors and reverse the trend of the need for oversees  medical tourism for patients and doctors at such an alarming rate that depletes our economy and denies us an income of over 250 million per annum.  
 
Peculiar challenges of State institutions and Federal institutions with few residents

From our term as secretariat elect, we shall ensure full incorporation of state tertiary health institutions and other federal centres with relatively small number of residents by instituting and collaborating with the caucuses to organize and sponsor programs on regional basis at such centres, thereby enhancing the awareness of NARD among our members as well as using the opportunity to fight for the problems of our members in those centres with management and relevant government agencies. In our administration, the burden of sponsoring our NEC meetings, OGM and AGM shall be shared with the secretariat as this would enhance hosting of meeting by all centres.
While the struggle for universal application of a well legislated and funded residency training program is being vigorously pursued, we shall in the interim continue to make advocacy visits to Chief Medical Directors, Governors and other Government officials of the states where doctors in their employ are still being shortchanged, to ensure they are provided same conditions of service as their colleagues under the Federal Government. We shall also routinely visit centres especially centres in distress and mediate in their crisis. 
Financial Reliance
We shall harness and explore avenues, business ventures and opportunities that would generate income to our union to enable NARD cope with financial pressures.
 
National Media 'Conscientization'
We shall run NARD that would form and pursue opinions on local and national issues affecting our training, the health sector and the contemporary society using both the media and all advocacy machinery to further improve the image and recognition of NARD.
 
Conclusion
Dear colleagues, to achieve all these, we need your mandate and your support to work as one united in struggle and spirit. My path as your steward shall be to serve you without fear or favour, to sacrifice my toil, tears and sweat for the call of NARD, tell the truth at all times to ensure properly/guided congresses and act truly and fiercely in defense of congress resolutions, to be accountable and responsible to NARD, to transparently and judiciously manage and improve our finances, and thereafter hand over a stronger, richer and indivisible NARD.
We may not achieve all, but we believe we are well positioned with the requisite experience and commitment to build on the foundation already laid by our strong and committed leaders past and present.
Thank you for your patience and time, thank you for the opportunity to bid for the secretariat of NARD with Dr Emmanuel Aneke of the department of Obstetrics and Gynaecology and past General Secretary of our local union as Secretary General, and Dr Ugwuoke Aloy Ifedinso of the Accident & Emergency Department, incumbent President of our local union as Treasurer.
I humbly pray you to elect ARD, UNTH Ituku Ozalla, Enugu State, to host the NARD Secretariat for the 2016/2017 term. Hold us by our words, we promise and are strongly committed never to fail NARD.
